See the shackle around the white guys neck? He was a slave. Those shackles when they came off left a "red neck" mark around the slaves necks, hence the ORIGIN for the word "Red NecK'.

Well, I'm a CB' er and I learnt what the words 'Red Neck' mean, rather than sit around worrying about qcdx and tons of other stuff to clog my mind up with.
