Yeah that is how it goes unfortunately, its exactly how chopper said. Problem i have with it is, I dunno which knob jockey came up with those rules and regulations because as time goes by, technology advances and gets more efficient and better when it comes to electronics anyways, shame same can't be said about the world but anyways. The rules and regulations should be updated to suite in my opinion and it just shows how much they really care about there regulation of CB. That regulation was enforced a long time ago when it came to a repeater, i can understand the limitation for a repeater so as not to interfere with others and limit its range but for other stations its ridiculous and here is why..
Here is an e.g: You go buy a Ripp Off Stock GME 80ch UHF CB radio with an output of 5 Watts and install it into your car. You then buy an RFI 6.5dBi antenna with 5m of Belden RG-58 and attach and connect it to your "legal" UHF CB radio.
5 Watts coming out of the "legal" UHF CB radio goes into the 6.5dBi RFI mobile antenna, the total Loss of RF travelling in the 5 meters of RG-58 coaxial cable is 1.52dB which then leaves a total of 3.524 watts out of the original 5 watts coming out of the UHF CB radio that now gets to the antenna. 3.524 watts then enters the RFI 6.5dBi mobile Antenna and is then amplified in the way of "gain" and then that 3.524 watts that entered the antenna is now turned into 9.598 watts ERP and / or 15.741 watts EIRP!! So this is now "Illegal" technically speaking.
Most people use even less length of coax cable so the power would be even higher in real life circumstances. Just imagine if we are talking Big home base station Verticals that you can buy for "CB" 
With the addition of higher gain antennas in the market and better quality cables etc.. This stupid regulation should have been amended for the times we live in. Anyways, you get the point, that is why i couldn't be fked nor bothered with this so called "private organization" and there regulations nor the "elites" who run this world that is going down the drain...
