RE: Breach of ACMA CBRS Conditions.
Hello, I'm writing this letter on behalf of the Gold Coast CBRS community. (names supplied below)
Sorry if this email is the wrong contact. I had help from you in the recent past. Pleases advise the right email and/ or forward this mail to the relevant authority.
The matter: The Gold Coast only has one public CBRS called ABC03 owned by Gary Grevis of ABC Communications. His business number 0438 ######
Per ACMA CBRS law...
Section 34: Continuous use of a CBRS repeater station
34. (1) The licensee must operate a CBRS repeater station in a manner that provides a continuously available service to a user.
(2) However, the licensee must not operate the station, or continue to transmit from the station, if:
(a) there is a malfunction in the station; or
(b) the operation of the station causes harmful interference to a service provided by another station.
ABC03 has been faulty for approximately two (2) months from today's date 09/07/14...
The first month it was sporadic operation.
The second month, nil operation.
Fellow CB'er David ########### contacted Gary Greivs on the phone and can confirm that “repairs” are the only reason the ABC03 is off-air.
Davo can also confirm Gary told him that, that he Gary, believed the dead line for repairs was the end on June 2014.
I'm not sure what the ACMA dead line is for CBRS repairs.
If the time frame hasn’t expired yet, please disregard this letter for now.
The ABC03 CBRS is located at ###########, LOWER BEECHMONT QLD 4211
Approximately three years ago I personally had a public conversation with Mr Grevis over ABC03. We spoke about the CBRS repeaters under his control.
From what I remember, I believe Gary told me that the ACMA gave him the ############ site to use.
I haven't paid for a title search yet, but coincidentally there are two "Government Notified Sale" records associated with that small block of land for some reason.

From what I remember, Gary said another fellow used to operate the channel 05 Emergency CBRS at the same site before him.
From what I remember, I think Gary said the ACMA gave him the site to use for his commercial purposes on the condition he continues to operate and maintain the pre-existing ABC03 and public emergency channel 05 CBRS.
That Emergency channel 05 CRBS as been off for over two (2) years.
I'm not 100% on who he said owned what, but he did mention he had to follow ACMA conditions to have his commercial operation as it was then. (three years ago)
ACMA rules forbid CBRS owners asking for money from the public. There's no law about donations. Myself and a few others have offered donations for repairs, but no reply from Gary.
The Gold Coast being as small as it is, and the ACMA 20km rule about CBRS distances, has left us at the mercy of Gary Grevis as ABC03 is right in the middle of the Gold Coast dart board.
Some of us believe Gary is dragging his feet because there's no pressure on him to act. We users have the money, expertise, and equipment to set up and operate a CBRS, but due to the 20km location rule, our hands are bound.
We'd all rather have ABC03 fixed and leave it at that. It's been working great for the last two+ years.
Sadly, if Mr Grevis doesn't comply with his conditions, we will be asking the ACMA to remove Mr Grevis's power over the Gold Coast CBRS users.
