I got it adjusted up to 13.2V

Polarities were backwards on the output side too -

zero Grevis accounts on the ACMA data base, not even his work licenses

No more Grevis on the data base, and 03 and 05 are missing from the 143 North Road list.

heres my theory....  and bare in mind it is only a theory

the government and/or the council owns the equipment - not  
because of the upcoming global events on the gold coast - they wanna make sure everything works
they realised we dont even have a public CB repeater here and looked into it
found expired licence (a breach of the law) and decided to take responsibility for it themselves

I bet they are now looking for a new licencee for the channels in return for their upkeep
  its only a theory and its based on absolutely nothing

5 is working properly again too...
